The project intends to identify development paths and actions linked to positive climate outcomes, aimed at national and international stakeholders from the political, developmental, and environmental communities.

The project is coordinated by URC, the Dutch National Institute of Public Health and Environment (RIVM), and the International Institute for Environment and Development (IIED).

Partner institutions are from Brazil, China, India, South Africa, Senegal, Bangladesh, Germany, France, Canada and the United States. International organizations supporting the initiative include UNEP, the Organisation for Economic Co-operation and Development (OECD), the International Energy Agency (IEA), the United Nations Foundation (UNF) and the UNFCCC Secretariat.

Phase 1 was funded by UNF and the governments of Germany, the Netherlands, and Canada.

Objectives

The main objectives of the Project are to:

bulletexplore national development strategies and policies that both meet the development priorities of individual countries and address climate change;
bulletidentify promising policy options and projects that assist in the transition to long-term sustainable development, including policies addressing climate change;
bulletestablish a partnership between centres of excellence in developing and industrialized countries to promote discussions and share experiences about integrated development and greenhouse gas reduction policies; and
bulletdistil the lessons and experience from international cooperation towards a global regime addressing climate change.

Priority areas

The project is focused on two priority areas of sustainable development for developing countries:

bulletenergy supply for development and access to electricity;
bulletfood security/fresh water availability and the interrelated aspects of land use and forest management.

Phases

Phase 1 run until the end of 2002 with two main activities: developing a common analytical framework, and analysing case studies on development projects in Bangladesh, Brazil, China, India, South Africa and West Africa.

Phase 2 has a general focus on policy analysis and institutional capacity building. Activities include analysing national strategies, integrating development and climate strategies, identifying key initiatives, building national capacity and forming specific recommendations for global co-operation.
